Prof. H.D. Charan acquired his B. Tech. and M. Tech. degree from MBM
Engineering College, Jodhpur and Ph.D. from University of Roorkee. During
Ph. D., he is recipient of prestigious Khosla Research Award for two
consecutive year for his excellent research work.
Prof. Charan held various academic positions i.e., Dean Student Welfare, Dean,
Faculty of Engineering & Architecture, Dean, Academic Affairs, HOD (Civil
Engineering) and he was one of the key persons for the establishment of RTU,
Kota. Currently, he is Chairman, National Committee - Universal Human
Values, AICTE, Delhi. He was founder Vice Chancellor of Bikaner Technical
University, Bikaner from April 2018 to 2021.
One of the significant contributions of Prof. Charan to the Technical Education
of Rajasthan is the introduction of “Universal Human Values and Ethics” as
mandatory course for the students. Hundreds of teachers and thousands of
students have been trained through week long workshops on UHV. He is
significantly contributing in inculcation of UHV in Technical Education at
National Level. He has been awarded as “Visionary Leader - 2020” by Institute
of Engineers (India) for his contribution in UHV.
He is one of the core members of National Coordination Committee of Students
Induction Program (NCC IP) of AICTE New Delhi, for promotion of Art,
Culture and values amongst students. He has been nominated, as a member of
Board of Management of AIIMS Jodhpur by Govt. of India.
He is a leading consultant in the field of Civil Engineering and providing
technical advise for infrastructure projects e.g. bridges, dams, buildings, water
tanks, canals, power plants, highways etc.
